It is evident that the first function must continue and the present set up is so satisfactory that it should be maintained. Mr. Cater would remain in the Fisheries Department as Assistant Director of Fisheries or Deputy Director of Fisheries and as Assistant Registrar of Co-operative Societies (Assistant because the appointment of a Registrar of Co-operatives Societies is envisaged). The present staff would mostly remain under Mr.Cater, although Mr. Cater would of course be responsible to the Director of Fisheries,
